Why doesn't this phone support personalized speech recognition?

Personalized speech recognition was a feature that was available starting with Froyo, yet this phone doesn't have it. Confused, it was really helpful for me. Does anyone know if this is something Motorola's going to add to Gingerbread or is this another one of their genius "ideas"?

Settings > voice input & output> voice recognizer settings>

You may try going to the market and downloading Google Voice Search.

That always fixes the issue for me
