i turn on my usb storage when connected to the computer and i cant find the ringtone folder that is in my droid. therefore i cannot drag the new ringtone into it.

It shows up as the following:

The default ringtones are stored in internal memory. Just create a folder named Ringtone on the SD card and put your file there. Then on the phone (after unmounting the card), play that file (using a file explorer to get to it). The stock music player has an option of "set as ringtone".

IIRC the folder needs to be named "Ringtones" (without the double quotes). Specific location doesn't matter but people tend to put it under \Media or \Media\Audio.

Ringtones in the Ringtones folder should show up in the list of ringtones. Similarly, tones in the Notifications folder will appear in the list of notification tones and tones in the Alarms folder will appear in the list of alarm tones.
