If you use a portrait picture as your wallpaper, I believe it won't scroll. Aside from that, I think you'll need to use a third party Launcher to restrict wallpaper scrolling.

Stick one?
I normally use Nova launcher and just haven't done it yet. Wanted to see how the stock launcher did for a while. OK, thanks.
Thank God I figured out how to turn the dock items haptic feedback off!!

I'm a little confused, so forgive me. If you use Nova, there should be an option to turn wallpaper scrolling on or off in the Nova settings. As for the stock launcher, not so much on most phones.

I should have said ...haven't used Nova yet. It's a new phone. Forgot where the setting was to turn it off, whether that was on the phone settings or Nova since I've like never used an Android with the stock launcher for long.

You can set it for sticky or scrolling wallpaper through phone settings.
Anyway I can do that with my Meizu MX3

Stock launcher will always scroll unless the photo used is portrait. Many third party launchers will allow you to choose between scroll, or no scroll.

There's no setting on the Turbo's stock Launcher to disable wallpaper scroll
