The way LG listed the specs. My guess is 16G has 2G of Ram and the 32 has 3.

Memory: 16/32GB eMMC ROM, 2/3GB DDR3 RAM / microSD slot (128GB max)

Update: The LG G3's specification has now been confirmed to include a 2.5GHz Qualcomm Snapdragon 801 chip with Adreno 330 graphics and 2GB of RAM in the 16GB model and 3GB of RAM in the 32GB model.
