Is there an app that will let me spy on other phones with my droid??

I keep getting texts from someone I don't know and that knows a little too much about me.

Is there any way I can take there number and get info on them??

There are all types of privacy implications in what you are asking so the basic answer is no. That said if these emails are of a threatening nature you should contact your carrier. Following link to Google has a world of info.
