about Europe gsm patch by olegfusion...

hi. is it necessary to flash this patch to a d4 with ICS custom rom?
i thought ICS OTA update activated gsm so all i need is put my European sim in and go.
If not, what this patch does exactly?

i updated to ics, rooted, and installed my sim. then just had to go to mobile networks and enable data and global roaming. then switch network mode to gsm/umts. manually configured my apn settings and data works without a problem. never used the patch.
