I added an .ogg file from my Droid1 to use on my D2. I moved the file to the /system/media/audio/notifications folder, but the file still isn't showing up in the list of usable sounds when I try to change my notifications. Anyone know how to make it show up?

Just as a test, have you tried the same thing with an mp3 version of the file? I haven't tried an ogg file, but doing this with an mp3 on my D2 worked fine for me.
Look in the ogg file's meta data (ID3), on your computer. Look at what it's titled there. I have one on my phone (D2) called "phantom.mp3" but it shows up in the list as "Justice ft. Boyz Noise - Phantom Pt.2"
