Admin Notifier ?

I ve been looking around for an explanation on what exactly this does but no luck any one know what this is for and how to use it ?

this is enablable (if thats a word) in the 4.596 build of gingerbread under location and security setting>select device administrator .

I had seen that before but ignored it. I don't have time to test right now, but clicking on it and checking options almost just sounds like it 'unlocks' more local security by setting password restrictions and different things. I could be wrong though.
