Just yesterday the GT-I9505 version of the Samsung Galaxy S4 started getting the newest Android 4.3 pushed out to it OTA. You can now count the international GT-I9500 version in the list of devices getting the update. As of this morning, the update started rolling out to Russia for this device. It will eventually filter out to all the international markets during the rollout phase. Feel free to reference the above link for the changelog in case you missed it.
