Any hope for overclocking to above 1.5?

I read somewhere that the cpu is underclocked to 1.2 from 1.5. shouldnt it be real easy to get back up to 1.5 and beyond? Also, if this phones cpu was made for 1.5ghz and just clocked down for battery life(?) why cant all phnes go to 1.4?
