App to make searchable pdf?

Pdf format allows for meta data, but all the scanner apps I have seen use ocr only as a separate entity. Google Drive scanner makes ocr data available to Google search but it is not bound to the pdf file independently.
Anyone know of a page scanner that makes a truly searchable pdf file that maintains the photographic image? This is how almost all modern physical scanners work after all.

Thanks, but I only saw iOS apps that have this capability on that site. Android developers - this looks like an opportunity! I still have not found an app that can do this simple scan feature.
