Apps space

I was exploring around my phone with a file manager (Linda) & noticed when I got to the area with all the bars & percentages on it, that I'm using like 0% of the 16gig SD Card, and 195M out of 261 megs on the Applications (74% full).

Can (will) the Applications use any available storage, or is this something that can (or should) be moved?

As far as I'm aware, the apps have to be installed on the HD rather than the sdcard.

All apps need to be installed to system unless rooted with custom rom that supports app2sd or running Android 2.2 (Froyo) which does as well.
