apps--uninstalling-memory, etc

When you install an app then uninstall it how can you make sure nothing is lingering around taking up memory?

Is there a way to get the apps on the memory card install of phone memory?

I have all this room on the memory card and nothing on the phone hardly and i dont have that many apps
