Apps/Widgets Outside Lock Screen WITHOUT Losing Security?

I would like to select a couple of apps to operate outside the lock screen, but the only way I've seen that happen is with lock screen apps which DON'T allow you to set a password, pin, or lock pattern.

Does anyone know of any way to do that? :blink:
