Background data? Without auto-sync.

I really enjoy the widget which lets me turn auto sync on, but then "use background data" stays checked. Is it using more battery with this checked, even if I do not have "auto-sync" on? What apps use background data connections?

This will help my ocd tendencies quite a bit.

I have the same question. Sometimes I want my email to get up to date, then I want to turn it off. I seem to have to go to each account and change the update frequency to "never" even if sync is turned off. Is there a comprehensive discussion somewhere of how to manage this easily? It is frustrating.
