Best app to turn off 4g when screen is off and to monitor hibernate mode

Is there an app that I can set the nexus to turn off 4g or data connection when screen is off?

Also when the screen goes off does that mean the nexus is in standby or sleep mode hence using less power? I can seem to find where it says how long my phone has been in standby for
