Best ICS Rom?

My brother is fed up with Motorola not bringing ICS to the Droid 3, and is really getting to the point he wants to give up on Android and go to the iPhone. In order to prevent this and show him how great it is to have Android 4.x. I just got upgraded to ICS on my Droid 4 and when we found out that the Droid 3 wasn't getting ICS, like the rest of us he raged. I really don't want him to drop Android because of a single company screwing customers over.

So, I would love to know what the best ICS rom is available right now. Bluetooth is not that important since he doesn't use a bluetooth headset. Battery life must be good and it must have a working camera. He takes a lot of pictures with his phone so having no camera will be terrible. What do you guys suggest?

Kexec is out for now cause of the camera.

CM9 was pretty complete, but the links are dead at the moment.

I would try Steel Droid or AOKP. Both use GB kernels but are ICS system.
