Best Sound Recorder App?

What is the best free sound recorder app? I just need to record sounds, like car horn and motorcycle exhaust sounds and etc. So, the quality needs to sound good, but will only be a couple seconds long.

Rehearsal Assistant is the way to go. Make sure you check the option to Record Uncompressed Audio. The quality of the recordings is superb.
