Is there a way to blacklist numbers on this phone without resorting to apps?

Log in to your Verizon account and go to block calls. You can set up to 5 numbers for 90 days.

You can always create a contact named "Blacklist" and go to options and check the "send directly to Voicemail" checkbox.
