How do I blacklist a phone number on my Droid4? Did it change since the ICS update?

To block a number you have to go to MyVerizon.com and enter the number you want to block. All call and message blocks are only for 90 days.

However I believe Verizon does offer a permanent option but I believe they charge you monthly for that feature.

Add the number as a contact. Before you save it (or go back in to edit it), hit the menu button and check "Send to voicemail". That's the closest you can come through the device that I'm aware of.
 
I saw that you could do that...will Terry it. I just saw blacklist the other day as an option but now I don't...

its only an option when u goto edit the contact
 
There is also a CallFilter, I believe it does SMS too... which I have not tried, or it could be one of the paid features.
