Blue tooth voice to text not working

Hi new user here...just go the car dock and is there a setting I need to enable to allow me to do voice to text with my blue tooth or do I need to download an app? Thanks!

It makes no sense to me that if I am not using a blue tooth I can do voice texting but when I have the blue tooth on it does not work....
