Is this for the 4, or fewer, owners who didn't know about the problem already or is it that they don't believe it's potentially dangerous until the government says it is ?
I'm thinking it's the latter.

Frankly I think it's for both, but I'd say it's more than 4 who don't know...maybe 5 or 6....hundred thousand. You're giving many too much credit that they're as connected and current on events as we are here.
