Can I stream music and video from My RAZR to ipad3 over bluetooth or ad-hoc p2p wifi?

The ipad is only 16gb and has no SD card. The RAZR is with me where ever I go anyway.
can I serve up music and video files from my RAZR to my ipad?

So lets say I'm out of range for cell service, no cloud and I have just these two devices.
I want to present media for the RAZR SD card to the ipad wirelessly, can it be done?

No. Apple products do not support Bluetooth connections with computers or other smart devices. They only connect with accessories. Wifi maybe, but you would basically be doing home sharing through your computer via iTunes. They do have iTunes match for $20 a year that as long as your iPad has an internet connection it can access music you put in the cloud

I can't believe there is not a dlna client for the ipad, I think there is a dlna server for android.
Then there is the issue of an ad-hoc network, I wonder if I use my droid as a foxfi hotspot, is the android
OS actually on that network as a host, or just providing it.

There may be 3rd party software to get some sort of wifi functionality. But you'd have to jailbreak to have any sort of Bluetooth support like you're looking for
