Cant find Liberty Customizer and vibrate for text does not work - v0.9

Hello all. My first problem I would image would be an easy one, but I cannot for the life of me find the customizer. Something happened when I first installed Liberty and I never got to actually install or open it. I had the folders on my SD card, but I deleted them in hopes that it would re install itself, but that's not the case. How do I go about reinstalling it, running it, whatever I need to do to get to it.

My second problem is that my phone no longer vibrates when I get texts. It vibrates all the other times, just not on texts. Any fix for that?

If you open the Liberty messaging app and go to settings then Notification Settings you will see an option for Vibrate notification. Mine was turned off by default
