Changing wallpaper with full desktop?

Can you not change your wallpaper once the desktop is full? I have no free spaces between my widgets and shortcuts, and when I long press to try to change my wallpaper, the menu will not come up. If I delete an icon, I can access the menu and change it, but this is highly inconvenient. Is there another menu where I can change the wallpaper?

I use the Photoshop app to set my wallpapers.. it's just easy and convenient for me.
