City List For Clock/Weather Widget

Where is the device storing the information for the City List on the clock/weather widget? It is not in the weather app, therefore, I am confused. For example, it is showing New York, however, my weather app does not have New York listed.

Figured it out...it is pulling it from the clock.

How do I get the weather widget for my current location to stay on the homescreen with the clock? Do I have to keep wifi on? Sorry if this has been asked 1,000 times already.
