Clarifications on Bootloop, Brick, and Recovery Menu, and ROM

I haven't seen any definite answers on this, so please throw in what you know OR if you have a bricked phone, please post results:

I'm pretty sure I'm not the only one looking for a clear answer, so please be informative if you can. Thanks!

1) If the phone has been bricked because you deleted required files or packages, does going in the recovery menu and doing a factory reset put them back? (And thus fix the issue)

2) If we had a stock original ROM image, could you simply flash that and recover any files that shouldn't have been deleted?

3) If you flash a bad image (or similar), would flashing the original ROM back fix *all* issues as if the phone were brand new?

4) If the answer is 'NO' to any of these, then: why ??
