Clear notifications => Repeated sounds

This has been happening to me across 3 different devices in the past year and a half. I simply "Clear all notifications" and if there are unread gmails, the phone will go on a crazy loop where it will clear the notifications right away and then proceed to flash all of those notifications back to me one by one as If i was just receiving them and then it removes them one by one simulataneously as it flashes them to me. The repeated notification sounds from doing this are getting to be a bit much. Any help is greatly appreciated, was starting to think everyone had this issue but apparently it is just me.
