Clicking (like camera is starting) when you turn on/off phone??

Anybody experiencing the double click sound when you turn on your phone like it is starting the camera app? The camera app DOES NOT load, but it makes that noise which bugs me. It clicks once when you shut down phone as well.

Any ideas how to stop this?

NEVERMIND!
Sounds were set on for when you unlock screen. Duh!

The new Google Talk app does this also due to the video chat intergration.
