Clueless... Need Help

Hi, a friend of mine got a LG Vortex a couple of days ago and although I am tech savvy I cannot figure this thing out, the data plan does not show on the phone, neither does the SD card. The phone will NOT download pix texts and is constantly saying that there is no connection for the data plan when trying to access the internet, I went through the different settings and there is information entered for the 3G network but it's not working, I even turned on the hot spot and connected through my laptop and although it said the was internet access my browser would not work, can someone please help me, thank you
