CM 10.2: How do I start over?

I'd like to basically wipe out ROM Slot 1 and repartition it, making the partition larger. I went into Safestrap on ROM Slot 1, and I do see a delete option. Will this wipe the slot out or how does this work?

Yes you can do that.. also do all wipes and factory reset... make sure you are not on stock ROM when you do this
