Configure input settings?

Whenever I'm in a text entry field i get a notification in the pull-down asking me to configure my input settings. When i tap it, it takes me to the input settings where i can select the input methods. The issue is that it doesn't allow me to check any of the boxes other than google voice typing.

Anyone have this issue and know a fix? I tried a factory reset, no luck
