Okay,
I rooted my phone two weeks ago and I've grown bored with the current ROM that I'm using but when I wipe I lose everything including my backups through titanium backup and rom manager... How can I recover the backups after the wipe and flash of a new ROM?

I don't understand. Titanium backup data and ROM manager nandroid backups are stored on your sd card.

here is what i do...works every time.
download titanium, open it up, menu, batch, backup all user apps with data (do not back up system apps)
wipe data,
install new rom
boot phone
skip sign in
open market
sign in
download titanium (some roms include titanium now so if they do, skip the last 3 steps)
open titaium
menu,batch
restore user apps with data (again do not restore or backup system apps as this will cause issues)
once they are restored, set up your e-mail accounts and whatnot.

also you can use sms backup/restore from the market to backup up your text messages.
