Creating Personal System Icons

Everywhere I've searched, I can only find things like, "Edit homescreen Icons" ect ect., but what I'd like to do, is to edit the SYSTEM IMAGES.
Examples are the 3G icon in the status bar, or the battery icon, or the time fonts/color/size.
I just want to know how to and where the files are located. Prefer non-rooted, but of root only, that's fine.
 
Can't do it without being rooted. You need to modify the framework-res.apk in the system folder.
