Data Transmit Problem

So here's the deal. When I open an app that requires data, lets say Facebook even if I have full bars of 3g it doesn't transmit, meaning the arrows aren't going up and down. What gives?

I'm running BB .9 and I have tried *228 several times. Any rips or help would be great!
