Are accounts wiped from phone if phone does not let you turn off find my phone (Google) as a device administrator and you do factory wipe with device pw. Old phone kept error when trying to disable device administrator.

You need to remove the Google account before doing the Factory Reset. It's been that way for a few versions of Android. Go into Settings > Accounts > find tour Google account and tap the options / menu buttons until you see Remove Account. Once that is complete you can safely do a Factory Reset and avoid all the errors you described. Good luck. [emoji106]

Oops[emoji54] I didn't remove the account before wiping. I thought you had to remove device administrator 1st.
It should prompt you or offer that as a suggestion.

When it rebooted it didn't say there was a Google account attached it just showed the setup wizard. If it remembered an account why would it show wizzard?

It is one of those things google does for whatever reason. I wiped the last phone I sold (note3) but did not delete the account before resetting. I sold the phone to a coworker and she was telling me the old account kept appearing.

does the phone still appear in your google play account and in your google dashboard?

Ugh it still shows. There is an option to erase and it says that will remove it from the dashboard but will it remove my account from the phone? The old phone won't connect to WiFi to get past welcome screen and I didn't want to switch sim cards back and forth and do it over air so not sure if there is a way to get in local to a device in that state and remove account. Hmm. If I do erase it might wipe if it gets to the point to be activated. Seems like a catch 22. Hmmm

If you wipe it from Android Device Manager it will remove your Google account, and all other accounts and data, but the next person might have issues activating the phone and it might prompt them for YOUR Google password. It's best to just take the few minutes to swap SIM cards or whatever is necessary to get into the phone, remove your Google account from that phone, and Factory Reset it again.
