Difference between HSPA and Verizon 3g?

Since, from what I hear, ATT and Tmobiles HSPA network doesnt have the huge battery drain like 4g does, wouldnt it be better for Verizon to switch to HSPA instead of 3g? you would have crazy fast speeds with 4g, and, when youre out of 4g coverage, you can still have fast speeds with hspa. Keep in mind that im COMPLETELY ignorant when it comes to the differences between CDMA and GSM networks.
 
CDMA Canadian carriers (Telus & Bell) a few years back did launch an HSPA+ network dubbed 3G+ (but I guess they call it 4G now). It offered faster speed than their current EVDO network.

Anyways, I believe the Canadian carriers actually moved over to GSM, but maintain a legacy CDMA network.

As for your question. Verizon pretty much is putting all their money on LTE. It would have cost more money to deploy on tech and then turn around and deploy another. Better to put the money into one tech then on two of them. Which is why I believe both Verizon and Sprint declined on upgrading to EVDO Rev. B
