Difference between MiFi Jetpack, and Razr Maxx

So recently I went to the store and picked me up a brand new Droid Razr MAXX. For several months now, I have had the 4g MiFi Jetpack Hotspot. I currently don't have 4g in my area, So they both run off Verizon 3G. My question is.. When I run FoxFi from my Razr, I notice slow speeds around 50kb/s and pings around a minimum of 200, and constant spikes to well above 2000. With the MiFi Hotspot, it's a different story. I get download of 200-300Kb/s, and a minimum ping of about 90. They are both on Verizon 3g, and I usually have them in the same spot when they are activate, To receive the same signal strength, or close to it. I never run them both at the same time, but I just can't get my head around why the Mifi Hotspot gets such a better signal than my Razr Maxx. Does anybody know why?
 
My guess is that the mifi has better radios in it, and its dedicated to only receiving and transmitting a data signal. The maxx has many other functions that it has to do as well.
