Downloading App stuck on downloading app mode

I'm trying to download Life360 & it's stuck in downloading mode when I try to download it throught the play store. Nothing ever dowloads, I just see the horizontal bar with the download indicator "downloading".

When I try to get it downloaded from my computer to my phone by sending the link, I click on the link & get the message that it is already installed but then it starts trying to download the app with the message "Waiting for Wi-Fi". I don't use Wi-FI and I never knew this needed Wi-Fi to download. I dont' care to be charged for Wi-Fi.

How can I get this downloaded and why would I get a message that it is installed but get the above happening (i looked everywhere on my phone & it's not installed)?
 
Have you looked in apps under settings? Or tried to uninstall from the play store?
FYI if you're looking for a latitude replacement, which is what led me to life 360, you should check out Hemisphere. It's not available for iPhone yet but under development that say. It looks very promising as a latitude replacement for me.

Also this app goes by several different names. GPS Tracking pro is one. Not sure why it's not listed as other apps by developer in play store?

No to both. I have someone who uses the iphone & he suggested this app to me. I can't uninstall from the play store since it's not listed. There is "hanoguts" but don't ever remember downloading that, I have GPS OnOff but I downloaded that a while ago.
Isn't there a site on the computer that you can download apps directly to your phone? I rememeber doing that over a year ago but lost the site. I sent this through my computer & it forwarded the link. When I clicked on it to install, i got the message "waiting for WiFi".
