Downloads on 3g/4g only

I don't get any downloads on wifi, only when I'm on mobile data.

I don't find anything like this on this forum...has anyone experienced this before?

Suggestions to resolve, maybe?

When I say "downloads" I mean notification from Play that applications have updates or auto update apps take the update.

The other thing that's strange, one of my VoIP apps refuses to register unless I'm on 3g/4g. Its stuck in "registering" when I'm on WiFi.

I've only tested thus with my home WiFi and not public.
