Droid Incredible cannot find contact if area code is not included

I have the HTC Incredible.

I downloaded my contacts successfully from Google.

When I dial a phone number of someone who is in my contacts, the phone cannot find the associated contact UNLESS I include the area code.

Is this working as designed?

I just got my droid incredible and am having the same issue. Is there a fix for this?
