Droid only downloads apps over WI-FI

Every time I try to download an app over 3G, I get a notification that says something about the connection error but it works fine when I'm connected to WI-FI. I have checked the settings and made sure the option "Only download over WI-FI" is not checked, yet it still does the same thing. Does anyone know how to fix this?

well what phone are we talking about ?
if it's a D4 then go to market settings and there is a check for download over wi-fi only which is really best to keep down the data usage
I turned mine on that way intentionally
maybe the other phones have the same settings in market?
