Droid will not HW Virtual Serial???????

My Motorola Droid 1 will not connect to Hw Virtual Serial. I follow all the insturctions. Im running Windows 7 32-bit

1) I hold "T" on boot and it loades in Diag mod
2) Drivers installs just fine
3) Run HW as admin
4) Input 192.168.16.2 and port 11008 Uncheck NVT Enabled ( I even pinged it and it works)
5) Change COM PORT to 10 (Tried mostly all of them)
6) Click Create
7) FAIL EVERY SINGLE TIME!!!!!!!!!!!!!!

Enable USB Debugging

Did you make sure to enable USB debugging in your Application Development Settings?
