Root your phone,
download SQ lite editor.
Open the editor, wait for it to load.
Open settings storage, the one with the hammer and wrench icon.
Open settings.DB
Open settings
Press your phone menu key and select set filter.
Type the word check in the filter value area. Then press ok.
Find entitlement_check.
Long press on the value.(currently will be 1) select edit field. change it to 0. And press ok.
Close your editor
Reboot your phone.
turn on your stock mobile hotspot app.
If you can't connect try changing the last number in the hotspot IP address.

PS. I have trouble with some computers connecting when I have a password set, if I change it to open network I can always connect.

No need to take the extra steps of SQLite anymore to edit phone files for wifi tether. The latest version works fine on the Bionic after rooting by just downloading and installing the app: android-wifi-tether - Wireless Tether for Root Users - Google Project Hosting

What problems? I've been rooted for awhile and haven't had any. Just be smart about it and do your research. Don't go messing with any system files or uninstalling any system apps unless you have a backup / know what you're doing.
