Economy Mode

Before my ICS update, there use to be an option under Settings->Battery to switch it to economy mode. This converts the 4G network to 3G which enables the phone save more power when the internets not in use.
After the update I can't seem to find that option anymore. Am I looking at the wrong section or did they get rid of that feature?

VZW wants everyone off the old 3G network. If you have good 4G coverage, it is not a battery hog!

Ok, here is what happens, when your battery gets down to 14% there is an economy mode that will kick in.

However, HTC, in their mighty wisdom, decided to not let you control it at all.

P.S. It would be nice to change when these things kick in, currently the default is 14%, but I can not find where to change that since it is all hidden.
