Enable USB Debugging Remotely

My sister forgot her passcode lock on her DROID RAZR MAXX running Android 4.1 and asked me to try to get past it. I have the sdk installed with the correct platform tools installed. However, she did not have USB debugging enabled, so I'm trying to enable it remotely. Does anybody know how?

If I remember correctly you need an unlocked bootloader to mess with the appropriate file to enable debugging. Without it on I'm assuming no ADB commands will work either.


If you can't remember the password, a factory reset may be your only option.
