Foreign Currency Apps?

I've seen some paid apps where they charge a foreign currency amount like 2.5L or 2.5 lbs. When you buy those types of apps is there a foreign currency transaction fee that gets charged?

Reason I ask is that when I was in Mexico, I got hit w/ a $10.25 transaction fee when I charged something for about $150.
