No it is no joke where I live, as Google has a big building here(Douglasville).
They made deal with Mayor to display their name, GOOGLE, downtown, in exchange for area free WiFi, that will be up and running very soon, if not already.
Just google article..

Clark Howard was right, he said one day internet access will be free.
