Front Facing Video Resolution issue

I did a factory resest yesterday obviously resetting all my settings to factory. I was trying to use the front facing video camera last night and could not get the resolution to lower. the only option I had was for a video message which is limited to a minute and 9 seconds, or resolution of 640x480, which creates a huge file on a 2 minute video. Previously I was able to set the resolution lower like on the standard back cam and record as i needed (a 2 minute vid would be about 8mb, which could be emailed).

What am I doing wrong? I assume it's me missing a setting somewhere but for the life of me I cannot figure out where.
