Does this just send it to voicemail though? If so is there an app that rejects the call but doesn't send to VM ?

I'm not familiar with this particular program. The one I use gives you the choice of sending it to voice mail or just plain hanging up. You can also respond to the call with a text message of your choosing.

Try this Extreme Call Blocker - Android Apps on Google Play
It's called Extreme Call Blocker and I've had it and used it for five years now. It isn't free but there's no charge for updates.

I used Extreme Call Blocker for a couple years on my S1 & S3 and really liked it. I imagine the recent updates have really improved its functionality.
That said, the app listed in the OP looks great as well.

I use Verizon's free call and message block feature in "my verizon" up to 5 numbers at a time free. They fall off in 90 days. I have never needed more than the 5 as you add a new drop an old off. If you're really getting a lot of them you can subscribe to unlimited for $.
